Mandate

The Ministry of Poverty Alleviation and Social Safety fulfills its vision through key mandates, including ensuring access to necessities like food and shelter, creating secure livelihoods, investing in human capital, and monitoring policy implementation across federal and provincial institutions.

Additionally, the Ministry oversees four organizations dedicated to aiding the impoverished: Benazir Income Support Programme (BISP), Pakistan Bait-ul-Maal (PBM), Pakistan Poverty Alleviation Fund (PPAF), and Trust for Voluntary Organizations (TVO).

What is National Socio-Economic Registry (NSER)

The National Socio-Economic Registry (NSER), initiated by the Benazir Income Support Programme (BISP) in 2011, stands as a monumental effort in Pakistan’s social welfare landscape. Covering a vast canvas of 27 million households, the NSER has been pivotal in shaping the country’s social protection programs over the last decade.

One of its fundamental tenets is the meticulous data collection process. In the year 2010, an exhaustive survey was conducted, involving a visit to every household in Pakistan. This exhaustive exercise ensured the comprehensive gathering of information, becoming the bedrock upon which numerous social safety initiatives have flourished.

A critical aspect of any social safety program is the accuracy and transparency in beneficiary selection. Recognizing this, the NSER has implemented stringent monitoring mechanisms. These include both system-level data quality assessments and physical shadowing and backchecking processes.

Furthermore, an independent third party validates the registry data through spot-checking, ensuring the utmost accuracy. The verification process doesn’t merely stop at the initial data collection; it continues with cross-validation against the National Database and Registration Authority (NADRA) records, ironing out any discrepancies in transcription or data collection.

In the dynamic realm of socio-economic data, staying current is key. Hence, the NSER employs a regular update cycle, aligning with global best practices. Typically, social registries are updated every 3 to 5 years. This frequency ensures that the registry remains in sync with the evolving socio-economic and demographic trends of the nation.

Features of NSER

One of the distinctive features of the NSER is its commitment to dynamic inclusion. In simpler terms, it allows for continuous registration, ensuring that citizens can enter the social registry at any time.

This openness becomes especially crucial during emergencies or unexpected shocks, enabling swift responses and adaptive social protection systems. This principle ensures that the safety net is always ready to expand its reach, encompassing those in need promptly.

The NSER not only captures basic demographic details but delves deep into various aspects of households. From employment status and education levels to disability status, housing conditions, and asset ownership, the registry paints a holistic picture of each household. This depth of information aids in the creation of a ‘Poverty Scorecard,’ a tool that has become indispensable for the government. The Poverty Scorecard essentially categorizes households based on their socio-economic status, guiding the allocation of welfare resources more effectively.

To facilitate public participation, the NSER has embraced technological advancements. An online portal allows individuals to check their eligibility by providing their valid Computerized National Identity Card (CNIC) number.
